USE

Allows a plume to turn any trait up one tier per coin. You are able to choose whichever trait to upgrade to and any style in that tier as well. Such as Tail length + Style can be both upgraded one tier with one coin

Common - > Uncommon
Uncommon - > Very Uncommon
Very Uncommon - > Rare
